How can I make the descriptions show under the forum boards instead of hovering over the forum board and it shows the description?

Id have to look at the code, Im not sure if there are any template edits knocking around. Try google search.

I've searched Google can't find anything, is it anything to do with the Index template?

Maybe this should be made into a premium plugin, It would be pretty cool IMO. Nice and sleek.

Go to: ACP > templates > Forumbit Templates > forumbit_depth2_forum > find the following;
